Question 1 (20 marks)

Local government is one of the 3 spheres of government together with the national and provincial spheres.Local government consists of municipalities which deliver many of the services people use in their daily lives.The constitution provides for 3 categories of municipalities namely metropolitan , district and local municipalities.In South Africa there are 278 municipalities , comprising of 8 metropolitan , 44 district and 226 local municipalities. (Dear South Africa , 2021)

The constitution spells out the function of each sphere of government in Schedules 4 and 5 .Local government functions are listed in parts B of each Schedule . All three spheres must coordinate their efforts . National and provincial government share the responsibility for functions listed in Schedule 4 for example for the police force and disaster Provincial government has the sole responsibility for functions listed in Schedule 5 for example ambulance services and provincial roads . The Defence force and university education for example are the exclusive responsibility of national government. ( Cloete , 2021:117)

In light of the above Statement :

1.1 Explain the role of the local government sphere in the constitutional context . ( _*With reference to the constitution in chapter 7 , section 152*_) ( *10 marks* )

1.2 Identify and discuss different categories of municipalities in South Africa. ( _*refer to chapter 7 of the constitution and the municipal structure act*_ ) ( *10 marks* )

Section B

Question 5 ( *20 marks*)

Staffing is concerned with manning various positions in the organisation . Staffing involves the determination of manpower requirements of the interprise and providing it with adequate competent people at all it’s levels . Thus , manpower planning , procurement , ( i.e , selection and placement) training and development , appraisal and remuneration of workers are included in staffing. ( Cloete , 2021:325)

Against the above Statement:

5.1 Outline the administrative functions to be followed to acquire and utilise employees. ( *15 marks*)

5.2 Justify the introduction of affirmative action in the public sector. ( *5 marks*)
