Unit 3 SLB Critical Policy Makers
FROM THE PROFESSOR
Ok. We are now going to switch focus from large, structural to the everyday in Lancaster, Sumter, Union, everywhere. I have included chapters from the
original Michael Lipsky’s Street Level Bureaucracy because they are free. The author has updated this seminal work – however – the core principles are
timeless and remain the same in the updated version (which you are free to buy or burrow and use). Bureaucracies all DO something, and Lipsky looks at
what happen at the very point where the bureaucracy does what it is designed to do. For example, Education is cabinet agency, departments, districts,
schools, etc., But it is where the teacher (teachers aid, nurse, etc.) and the student interact. It is the same with policing, Departments, various units, etc., but
the purpose of the police is to interact with the public. I think it is interesting to note that police officers and schoolteachers often have involuntary clients and
face very similar challenges. These things are also true of many other agencies. The purpose of the TSA is to molest me before I get on plane (just kidding of
course but think what such a joke implies). Even churches belong to convention and congresses, diocese, etc., but it’s where the religious services get
delivered that is the purpose of the church. Lipsky talks about who these street level bureaucrats are, people like me – a teacher in a public school. He also
talks about how they have a large effect on the effectiveness of the bureaucracy vis-à-vis needs. So, for example, how I run this class, or how you are graded,
are significant to both you and to Un of SC. Obviously, there are Weber like restrictions on my “office,” but still, I have a tremendous amount of latitude to
make the class hard or easy or relevant or classical or, or, or
READ (Street-level bureaucrats) SLB – critical role.
THINK in what way are the office holders (Weber term) critical street-level bureaucrats (SLB), write in full sentences organized into solid paragraphs (4 or 5
sentences per paragraph and 4 to 4 paragraphs), in what ways are the Street Level Bureaucrats in your scene (police departments) actually critical.
