In this first essay- read both the “Broken Windows” article as well as the article by Brenda Bond and
Anthony Braga. They conducted research in Lowell, Massachusetts to determine whether not a “hot spots”
approach in policing, combined with the “Broken Windows” assumption actually works to reduce serious
crime. The Lowell, MA police agreed to designate “experimental” districts that would receive a heavier
dosage of Broken Windows/Hot Spots policing, and allow the authors ( Braga & Bond) to compare the
resulting gcrime rates in those “experimental zones” with the rate in districts that had received no additional
resources. Referring to the syllabus for guidance, your job is to write me a 5-page essay that basically
explains:
1) The research design
2) The research methodology
3) The research findings and conclusions
AND- sum it up with YOUR assessment on how WELL the authors were able to accomplish their task
Also for Paper #1- use this to explain how “hot spot” policing developed. This article started the huge
change in policing that left us with “order maintenance policing”, otherwise know as “broken windows
policing”. “Hot spots” really only mean areas, buildings, conditions, or even persons that are the focus of
repeated calls for police response. Under the “broken windows” approach- even relatively minor problems
or sources of citizen concern become “hot spots” and so it is believed. IF one believes in ‘broken windows”,
then these little problems of disorder become a major concern of the police and their supervisors..
REMEMBER– there are 2 types of disorder:
1) Physical- i.e. grafitti, defaced properties, abandoned properties, any sign of neglect (such as “broken
windows)
2) Social- i.e. public nuisances such as low-level street drug sales; prostitution; public drinking; aggressive
panhandling (begging); etc.
