Implementation Paper

Task: This paper is an extension of your BSC presentation. While the BSC presentation explained the
development of the BSC as well as the final product, this paper will be concerned with the implementation of
the BSC. In particular, you identify and analyze potential shortcomings and outline ways how to address and
mitigate these issues. Please structure the paper as outlined below. The percentages I provide give you an
idea how much space you should devote to each section.
While the BSC presentation was more like an analytic memo, the implementation paper should resemble a
research paper. Note that it is important to integrate theory and literature and that the grading rubric below has
one standalone grading criterion devoted to this.This is not a group assignment, but if you want, you can work jointly with one classmate on this assignment. If
you do, then one submission per student pair with both names on it is sufficient (each student pair will receive
one grade).
Introduction (5%)
Briefly introduce the organization.
Explain the paper’s purpose and outline what follows in the remainder of the paper.
BSC Performance System (10%)
Explain how the BSC looks like and the logic behind its development.
You can draw on your work from the BSC presentation here but note that this section should essentially not be
longer than one paragraph
Include the strategy map figure and the table linking objectives and indicators from the BSC paper in this
section.
Potential Shortcomings of BSC System (40%)
Based on what you have learned in this course, identify three potential shortcomings of your BSC performance
system.
Explain these issues in detail and substantiate them by referring to theories and research discussed in weeks
1, 3, 5, and 6, including issues around use and nonuse of performance data; the effective use of the
PerformanceStat approach; biases and human behavior; or impact, equity, and values. You will also need to
identify additional literature on the issues on which you focus your analysis.

Ways to Address the Shortcomings (40%)
Explain how each identified shortcoming could be addressed. Outline the steps that need to be taken in detail.
Create a summary table that links each shortcoming to each proposed solution.
As under #3, draw on theories and research discussed in this course as well as additional literature that you
identified as relevant.
Conclusion (5%)
Summarize the main points of the paper.
Reflect on the limitations of the suggestions you made under #4.
References
Your bibliography should take up more than one single-spaced page.

Length of the paper: 1,200 – 1,500 words (not counting figures, tables, references, and appendices).
