PROBLEM: The future military will require better capabilities at a significantly lower cost, with less “human capital” (people) to accomplish this.
(The Air Force already has an issue with retaining healthcare providers which directly has a lot to do with a lack of their professional development. The Air Force also has an issue retaining maintainers and pilots)
Then after that, add a paragraph following that sentence with an explanation of the Human Capital Development Problem’s apparent impact.
IMPACT: human capital in the Air Force and Department of Defense has an extensive impact on the organization, affecting virtually every aspect of operations.

Research the literature for information related to the problem you identified. A literature review is usually organized around ideas, not the sources themselves as an annotated bibliography— DO NOT DO AN ANNOTATED BIBLIOGRAPHY.
As you continue to read widely but selectively in this topic area, consider instead what themes or issues connect your sources together. Do they reveal a trend in the field of developing human capital or controversy?
