2. Please summarize “Why isn’t Wall Street Fraud Prosecuted, parts 1 and 2” and analyze how the “culture (broadly defined) could be the problem for the control of white-collar crime. It is expected that you offer some solid suggestions that can be possibly done to change that (it is not difficult to point out what should be done, but with the established status quo, the resistance of changes is not hard to imagine. Therefore, a suggestion should take that into account or it will never be done.)
